Aizawl, 19 Feb (Zoram News) : Mizoram Universal Health Care Scheme (MUHCS) has enrolled over 11.54 lakh beneficiaries across the state, Health Minister Lalrinpuii informed the Mizoram Legislative Assembly on Thursday.
The beneficiary pool includes more than 2.22 lakh Golden Card holders under the Centre’s Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), now aligned with the state healthcare initiative.
According to the minister, the scheme’s 2025–26 budget allocation stands at ₹154.37 crore, funded through contributions from general beneficiaries, government employees, civil pensioners, grant-in-aid, and other sources. Approximately ₹48 crore more is expected to be received for implementation this year.
Breakdowns of current fiscal receipts include contributions of ₹11.99 lakh from government staff, ₹5.55 crore from pensioners, and ₹6.54 crore from general beneficiary enrolments.
Under MUHCS, general beneficiaries pay annual premiums based on ward choice — ₹2,500 for general wards, ₹5,000 for semi-private/semi-cabin wards, and ₹10,000 for private wards — while government employees contribute monthly between ₹200 and ₹1,500 depending on pay scale. Golden Card holders under AB PM-JAY are exempt from additional MUHCS fees.
The scheme is currently operational in all state health facilities, 16 empanelled private hospitals, and 3 day-care centres in Mizoram, with 33 empanelled hospitals outside the state also participating. Negotiations are ongoing with additional private hospitals in Aizawl to expand the network.
Minister Lalrinpuii also highlighted that Mizoram has signed a USD 108 million (approx ₹800 crore) agreement with the Asian Development Bank (ADB) to strengthen public healthcare infrastructure and support MUHCS expansion, assuring sustainable financial backing once the loan is fully utilised.
