MZP Calls for Stricter Enforcement of Inner Line Permit in Mizoram

Aizawl, Feb 24 (Zoram News): Mizo Zirlai Pawl (MZP) has called for tighter enforcement and stricter monitoring of the Inner Line Permit (ILP) system in Mizoram, expressing concern over alleged irregularities in sponsorship practices.

Addressing the media at Aizawl Press Club on Thursday, MZP General Headquarters leaders said discrepancies were detected during a recent review of ILP implementation. MZP President Dr. C. Lalremruata stated that instances of “mutual sponsorship” between individuals from different communities were found during inspections conducted last week.

“ILP enforcement must be strengthened and strictly implemented,”
he asserted, adding that the student body is prepared to intensify its monitoring efforts if necessary.

Concerns Over Sponsorship Provisions

MZP expressed concern that certain sponsorship provisions under existing government notifications may be facilitating misuse of the ILP framework.

Referring to Gazette Notification No. F. 22015/1/2012-HM dated November 25, 2016, the organisation questioned the provision allowing self-sponsorship by Non-Tribal Trade Licence holders. The MZP termed the clause “concerning” and urged the state government to review and amend the notification at the earliest.

Similarly, the organisation objected to Gazette Notification No. F. 22015/1/2012-HM dated August 11, 2017, which permits Non-Tribal Trade Licence holders to sponsor up to five managers or helpers. According to MZP leaders, this provision requires immediate reconsideration.

Call for Accountability

Dr. Lalremruata also urged authorities to ensure stricter scrutiny of officials responsible for issuing Inner Line Passes. He stated that any irregular issuance detected should lead to disciplinary action against the issuing authorities.

Highlighting demographic sensitivities, the MZP President reiterated that Mizos constitute a relatively small indigenous population and that protective mechanisms like the ILP must be safeguarded to preserve social and cultural balance in the state.

The organisation maintained that it would continue to monitor ILP enforcement and engage with the government to ensure that the regulatory framework is implemented in letter and spirit.

Inner Line Permit in Mizoram

The Inner Line Permit system, implemented under the Bengal Eastern Frontier Regulation, 1873, regulates the entry of non-residents into certain northeastern states, including Mizoram. The mechanism is intended to protect indigenous communities, land rights and local employment structures.
