Although Chief Minister Zoramthanga had previously announced that Shah would visit the state on March 17, his visit was rescheduled to March 31.

The Mizo National Front (MNF) has been demanding the relocation of the Assam Rifles headquarters from the heart of Aizawl to Zokhawsang since 1988 when seven civilians lost their lives in a clash with a paramilitary force. The relocation of the camp was promised by the MNF during the November 2018 Assembly polls.

In February 2019, the Union Home Ministry directed the Assam Rifles to shift its battalion headquarters to Zokhawsang by May 31 of that year, but the relocation was delayed.
