Mizoram to adopt smart prepaid power meters

Aizawl, 22 Sept (ZoramNews): Mizoram will begin using pre-paid smart power metres in December as part of the Revamped Distribution Sector Scheme (RDSS) of the Central Government.

To increase operational effectiveness and financial sustainability, the state electricity agency has already started the process of replacing outdated outdated postpaid power metres with prepaid smart metres.

For the installation of prepaid smart metres, which will be used by all users in the state starting in December, the department has received more than Rs 170 crore from the Center. Consumers have been asked by the government to pay their debts in full and modify their contracted loads in accordance with their overall consumption during peak hours.

Prepaid meters are also envisaged to ensure adequate liquidity in the hands of discoms, enabling them to pay power generators in advance and become eligible to receive a rebate of around 1.5% to 2% on the power purchase costs. The ministery assess that the smart meters installed under the government’s smart grid pilot projects have revealed up to 15% reduction in AT&C losses. In some areas, discoms have reported an increase in earnings in the range of Rs 200-500 per consumer meter per month wherever smart meters have been installed.

States/UTs would be incentivised for deployment of prepaid Smart Meters by December, 2023. An incentive @7.5% of the cost per consumer meter worked out for the whole project or Rs.450 per consumer meter, whichever is lower, would be provided for “Other than Special Category States" for prepaid Smart Meters installed within the targeted timeline of first phase mission i.e. by December, 2023. The incentive for Special Category States would be @ 11.25 % of the cost per consumer meter worked out for the whole project or Rs. 675 per consumer meter, whichever is lower.

For the purpose of execution of this scheme, all North Eastern States including Sikkim and States of Himachal Pradesh & Uttarakhand and Union Territories of Jammu & Kashmir, Ladakh, Andaman & Nicobar Islands, and Lakshadweep will be treated as Special Category States/UTs.
